Lisbon and the Metropolitan Area in which it is located, has demographic, social and economic specificities that merit close attention in building a city for people – the city residents, the students and the visitors. The European crisis and the consequences of austerity and employment, impoverishment and the increase in inequalities have forced the Municipality to create specific mechanisms for social intervention as, for example, defining the Map of Areas / Priority Intervention Zones (BIP/ZIP) with partnerships for projects of local and communitarian development.
